Legislative Branch Lesson Plan 3 Grade: 12 Grade American Government st Period: 1 Block Length: 78 minutes Objectives: E. I want my students to learn about the scope of Congressional Powers. Students will be able to: 1. Compare strict construction of the U.S. Constitution on the subject of Congressional power to liberal construction. 2. Identify the three types of Congressional power. F. I want my students to learn about the expressed powers of money and commerce. Students will be able to: 1. Summarize key points relating to Congresss power to tax. 2. Describe how Congress uses its power to borrow money. 3. Analyze the importance of Congresss commerce power. 4. Identify the reasons that the Framers gave Congress the power to issue currency. 5. Explain how the bankruptcy power works. Standards: Identify constitutional provisions of the legislative branch of the government of the United States. I. Congressional Powers A. Strict vs. Liberal Construction B. Congressional Power C. Power to tax D. Borrowing Power E. Activity on Strict vs. Liberal II. Pre-Class preparation: A. Materials needed 1. Computer 2. PowerPoint program 3. Projector 4. Textbook/ portfolio B. Set-up 1. Projector 2. PowerPoint presentation ( opened to first slide) III. Instructional Procedures: A. On task activity and discussion question. (15 minutes) B. Notes on Congressional Powers. (15 minutes) C. Senate simulation. (20 minutes) D. Start work on concept map for Congressional Powers. (25 minutes) IV. Evaluation: 1. Students responses to understanding Congressional Powers. 2. Students comprehension of terminology. 3. Students ability to distinguish between the different powers. 4. Students will able to accurately explain Congressional Powers. V. Self-evaluation: 1. Were the objectives met and do the students know the material? 2. Did the students successfully identify key concepts in Congressional Powers? 3. Were the presentations informative and successful in relaying information? 4. Were students able to accurately explain and discuss the Congressional Powers? VI. Modifications: 1. Copies of notes for those who need them. 2. Extra time to complete any assignment.

Instructional Procedures include lecture and discussion concerning the National Legislature. This lecture/ discussion will include the topics of the bicameral Congress, the House of Representatives, the terms and membership of the House of Representatives. After lecture, students will break up into small groups and work on handout.
