Users in Ping-Pong areas will move from GSM to UMTS and back in GSM. They should not cause signalling because they are not allowed to camp on cells with that poor RSCP
The real Ping-Pong is due to the absence of hysteresis, users at the border of the Ping-Pong areas might continuously reselect the two networks where signalling is generated at every reselection GSM Coverage
