America is often described as a constitutional democracy or constitutional republic. That's not really true. The best you could say is that our system is constitutional-ish.

Consider the bizarre controversy over President Donald Trump's decision to pull out of Syria. As a matter of policy, I think it's a terrible decision he will live to regret. Nearly every foreign policy expert feels the same way, including -- if reports are true -- military leadership and the president's
