This is a book about the state of governance in the Middle East and North Africa, and how it affects growth and development in the region. Using an analytical framework adapted to MENA conditions, based on two universal values of inclusiveness (equal participation and equal treatment) and accountability (transparency and contestability), the book concludes that governance is on average weaker in MENA countries than in the rest of the world, especially along the dimension of public accountability. Drawing on past empirical work, it advances the result that economic growth in the region would have been higher by as much as 1 percent a year had governance been as good as in similar but better performing countries in other regions. It also documents the mixed record in public service delivery, explaining it in terms of a mismatch between accountability structures and the nature of the public service being delivered; more complex, heterogeneous services require greater oversight and management by citizens (or greater external accountability). Finally, putting the pieces together, the book calls on countries to commit to formulating and implementing national programs to enhance governance, which would include actionable and monitorable measures to expand inclusiveness (and to reduce discrimination in public action), to widen external accountability (both through nationwide actions and through a variety of community and citizen initiatives) and to deepen internal accountability mechanisms (across government generally, such as checks and balances on the executive and within the administration, such as civil service and public budget management reforms).
