After the new Cobra Commander was elected, Cobra launched a fullfrontal assault on a Southeast Asian country that evacuated the population, demolished its drug trade and nuked its empty cities. G.I. Joe fought valiantly but was only able to hold back Cobra in a limited capacity. The consequences for G.I. Joe's failure have been grave: General Hawk was stripped of command and Duke was appointed leader of the Joes, but only after their operating budget was markedly decreased.
