Señores de América Móvil S.A.C. (Claro):

Por medio de la presente, entrego un perqueño informe sobre el estado de la conexión que contraté con
ustedes (de ahora en adelante, la empresa operadora), mostrando algunos avances y problemas pendientes
luego de la última respuesta que mandé el pasado 28 de Marzo.

1.- Adjunto capturas de la prueba Glasnost, mostrando avances positivos. Ya no hay esa limitación de tráfico
a las redes Bittorrent que mostré en la apelación.

2.- Sin embargo, aún queda pendiente el problema con el manejo de protocolos como TCP. En la respuesta
anterior sugerí que se admita una mayor cantidad de conexiones entrantes, pero de haberse aplicado al
parecer lo hicieron de una forma muy tímida o simplemente no fue considerado. Adjunto una reporte
reciente de la aplicación Port Detective, que sigue mostrando la contradicción existente con el Microsoft
Network Monitor que la empresa operadora utilizó en su defensa (muestra los puertos como abiertos),
revelando un problema en el manejo del mencionado protocolo.

3.- Asimismo, esta mañana experimenté justamente un problema con la aplicación Yahoo! Messenger
relacionado al problema anterior y a la vez, al manejo de las DNS (sistema de nombres de dominio
http://es.wikipedia.org/wiki/Domain_Name_System ). También adjunto capturas del hecho y un reporte (log)
sobre los fallos en la conexión, a la vez de dar cuentas de un problema con el protocolo HTTPS (necesario
para el Yahoo! Messenger).

Si bien no es un problema que ocurra constantemente, si es molesto sufrirlo de forma inesperada y ocurre a
cualquier hora del día.

Además, la eficiencia como sus sistemas manejan las direcciones web continúa dejando mucho que desear,
dando en ocasiones la molesta sensación de un bloqueo. En la respuesta anterior mostré las interacciones
con los asesores de servicio, una de estas interacciones hablan de un problema con la web peruana
bloodzone.net, que también sufrió este “ataque”.

Intenté acceder a una página al azar para ver ese problema. Las últimas cuatro capturas muestran el error
de “la conexión fue restablecida” intentando entrar un artículo de la página cronicaweb
(www.cronicaweb.com) y el ingreso exitoso mediante un servidor web proxy de terceros. Por si fuera poco,
buscando referencias en la wikipedia (justamente, la definición de DNS mencionada líneas arriba), la línea
sufre tropiezos para acceder al mencionado sitio (también se muestra en esas capturas). El servicio de web
proxy utilizado para el contraste es Snoopblocker (www.snoopblocker.com).

Al menos con esto, sé de que estos “bloqueos” no son intencionales; pero por darse de forma espontánea
no dejan de ser un problema, por lo que pido que revisen sus sistemas. Anteriormente supe mediante
rumores que los servidores DNS de Claro tienden a tener estos problemas, ahora soy conciente de que es
así y espero que arreglen estos problemas pendientes a la brevedad.

4.- Finalmente, exijo una compensación por el tiempo que he sufrido los incidentes detallados en la
apelación (desde el día del contrato hasta la última respuesta anterior a ésta, es decir, desde el 31 de
diciembre del 2010 hasta el 28 de Marzo del 2011), ya que estas limitaciones me perjudicaron a nivel
personal, laboral y económico, sin contar el tiempo perdido en los centros de atención al cliente (CAC) y
OSIPTEL con el fin de buscar una solución.

Espero que se tomen en cuenta las indicaciones que menciono y terminar este conflicto en un buen
acuerdo.
