UNITED NATIONS SECURITY COUNCIL RESOLUTION 2139 22 February 2014 The Security Council Recalling its resolutions 2042

(2012), 2043 (2012) and 2118 (2013), and its Presidential Statements of 3 Au ust 2011, 21 !arch 2012, " A#ril 2012 and 2 $cto%er 2013, Reaffirming its stron commitment to the so&erei nty, inde#endence, unity and territorial inte rity of Syria, and to the #ur#oses and #rinci#les of the Charter of the 'nited (ations, Being appalled at the unacce#ta%le and escalatin le&el of &iolence and the death of )ell o&er 100,000 #eo#le in Syria, includin o&er 10,000 children, as re#orted %y the '( Secretary*+eneral and the S#ecial ,e#resentati&e of the Secretary*+eneral for Children and Armed Conflict, Expressing grave alarm at the si nificant and ra#id deterioration of the humanitarian situation in Syria, in #articular the dire situation of hundreds of thousands of ci&ilians tra##ed in %esie ed areas, most of )hom are %esie ed %y the Syrian armed forces and some %y o##osition rou#s, as )ell as the dire situation of o&er 3 million #eo#le in hard* to*reach areas, and deploring the difficulties in #ro&idin , and the failure to #ro&ide, access for the humanitarian assistance to all ci&ilians in need inside Syria, Emphasizing the need to res#ect the '( uidin #rinci#les of humanitarian emer ency assistance and stressin the im#ortance of such assistance %ein deli&ered on the %asis of need, de&oid of any #olitical #re-udices and aims, commending the efforts of the 'nited (ations and all humanitarian and medical #ersonnel in Syria and in nei h%ourin countries, and condemning all acts or threats of &iolence a ainst 'nited (ations staff and humanitarian actors, )hich ha&e resulted in the death, in-ury and detention of many humanitarian #ersonnel, Expressing grave concern at the increasin num%er of refu ees and internally dis#laced #ersons caused %y the conflict in Syria, )hich has a desta%ilisin im#act on the entire re ion, and underscoring its a##reciation for the si nificant and admira%le efforts that ha&e %een made %y the countries of the re ion, nota%ly .e%anon, /ordan, Tur0ey, 1ra2 and 3 y#t, to accommodate the more than 244 million refu ees )ho ha&e fled Syria as a result of the on* oin &iolence, )hile ac0no)led in the enormous #olitical, socioeconomic and financial im#act of the #resence of lar e*scale #o#ulations in these countries, and underscoring the need for all #arties to res#ect and maintain the security and ci&ilian character of cam#s for refu ees and internally dis#laced #ersons, Welcoming the #led es totallin 524" %illion at the Second 1nternational 6umanitarian Pled in Conference for Syria, hosted %y 7u)ait on 1" /anuary 2014, and expressing its appreciation to !em%er States and re ional and su%*re ional or ani8ations that ha&e #led ed to #ro&ide humanitarian assistance to #eo#le in need in all #arts of Syria, includin internally dis#laced #ersons, as )ell as to refu ees in nei h%ourin host

countries, and calling on all !em%er States to ensure the timely dis%ursement of #led es and continued su##ort in line )ith ro)in humanitarian needs, Calling on all #arties to immediately end all &iolence )hich has led to human sufferin in Syria, sa&e Syria9s rich societal mosaic and cultural herita e, and ta0e a##ro#riate ste#s to ensure the #rotection of Syria9s :orld 6erita e Sites, Strongly condemning the increased terrorist attac0s resultin in numerous casualties and destruction carried out %y or ani8ations and indi&iduals associated )ith Al*;aeda, its affiliates and other terrorist rou#s, and reiterating its call on all #arties to commit to #uttin an end to terrorist acts #er#etrated %y such or ani8ations and indi&iduals, while reaffirming that terrorism in all its forms and manifestations constitutes one of the most serious threats to international #eace and security, and that any acts of terrorism are criminal and un-ustifia%le, re ardless of their moti&ation, )here&er, )hene&er and %y )homsoe&er committed, Expressing its regret that its Presidential Statement of 2 $cto%er 2013 (S<P,ST<2013<1") has not deli&ered as e=#ected and has not yet translated into meanin ful #ro ress on the round, and that humanitarian aid deli&ery continues to %e im#eded throu hout Syria, )hile condemning all cases of denial of humanitarian access and recalling that ar%itrary denial of humanitarian access and de#ri&in ci&ilians of o%-ects indis#ensa%le to their sur&i&al, includin )ilfully im#edin relief su##ly and access, can constitute a &iolation of international humanitarian la), Emphasizing that the humanitarian situation )ill continue to deteriorate in the a%sence of a #olitical solution to the crisis, reiterating its endorsement of the +ene&a Communi2u> of 30 /une 2012 (Anne= 11 of ,esolution 2118 (2113)) and demanding that all #arties )or0 to)ards the immediate and com#rehensi&e im#lementation of the +ene&a Communi2u> aimed at %rin in an immediate end to all &iolence, &iolations and a%uses of human ri hts and &iolations of international la), and facilitatin the Syrian*led #olitical #rocess launched in !ontreu= on 22 /anuary 2014, leadin to a transition that meets the le itimate as#irations of the Syrian #eo#le and ena%les them inde#endently and democratically to determine their o)n future, 14 Strongly condemns the )ides#read &iolations of human ri hts and international humanitarian la) %y the Syrian authorities, as )ell as the human ri hts a%uses and &iolations of international humanitarian la) %y armed rou#s, includin all forms of se=ual and ender*%ased &iolence, as )ell as all ra&e &iolations and a%uses committed a ainst children in contra&ention of a##lica%le international la), such as recruitment and use, 0illin and maimin , ra#e, attac0s on schools and hos#itals as )ell as ar%itrary arrest, detention, torture, ill treatment and use as human shields, as descri%ed in the 'nited (ations Secretary*+eneral9s re#ort on children and armed conflict in Syria (S<2014<31)? 24 Demands that all #arties immediately #ut an end to all forms of &iolence, irres#ecti&e of )here it comes from, cease and desist from all &iolations of international humanitarian la) and &iolations and a%uses of human ri hts, and reaffirm their o%li ations under

international humanitarian la) and international human ri hts la), and stresses that some of these &iolations may amount to )ar crimes and crimes a ainst humanity? 34 Demands that all #arties immediately cease all attac0s a ainst ci&ilians, as )ell as the indiscriminate em#loyment of )ea#ons in #o#ulated areas, includin shellin and aerial %om%ardment, such as the use of %arrel %om%s, and methods of )arfare )hich are of a nature to cause su#erfluous in-ury or unnecessary sufferin , and recalls in this re ard the o%li ation to res#ect and ensure res#ect for international humanitarian la) in all circumstances, and further recalls, in #articular, the o%li ation to distin uish %et)een ci&ilian #o#ulations and com%atants, and the #rohi%ition a ainst indiscriminate attac0s, and attac0s a ainst ci&ilians and ci&ilian o%-ects as such? 44 Demands that all #arties, in #articular the Syrian authorities, fully im#lement the #ro&isions of the 2 $cto%er 2013 Statement %y the President of the Security Council (S<P,ST<2013<1") includin throu h facilitatin the e=#ansion of humanitarian relief o#erations, in accordance )ith a##lica%le #ro&isions of international humanitarian la) and the '( uidin #rinci#les of humanitarian emer ency assistance? "4 Calls u#on all #arties to immediately lift the sie es of #o#ulated areas, includin in the $ld City of 6oms (6oms), (u%l and @ahra (Ale##o), !adamiyet 3lsham (,ural Aamascus), Barmou0 (Aamascus), 3astern +houta (,ural Aamascus), Aarayya (,ural Aamascus) and other locations, and demands that all #arties allo) the deli&ery of humanitarian assistance, includin medical assistance, cease de#ri&in ci&ilians of food and medicine indis#ensa%le to their sur&i&al, and ena%le the ra#id, safe and unhindered e&acuation of all ci&ilians )ho )ish to lea&e, and underscores the need for the #arties to a ree on humanitarian #auses, days of tran2uillity, localised cease*fires and truces to allo) humanitarian a encies safe and unhindered access to all affected areas in Syria, recallin that star&ation of ci&ilians as a method of com%at is #rohi%ited %y international humanitarian la)? C4 Demands that all #arties, in #articular the Syrian authorities, #rom#tly allo) ra#id, safe and unhindered humanitarian access for '( humanitarian a encies and their im#lementin #artners, includin across conflict lines and across %orders, in order to ensure that humanitarian assistance reaches #eo#le in need throu h the most direct routes? D4 rges all #arties, in #articular the Syrian authorities, to ta0e all a##ro#riate ste#s to facilitate the efforts of the 'nited (ations, its s#eciali8ed a encies, and all humanitarian actors en a ed in humanitarian relief acti&ities, to #ro&ide immediate humanitarian assistance to the affected #eo#le in Syria, includin %y #rom#tly facilitatin safe and unhindered humanitarian access to #o#ulations in need of assistance in all areas under their control, and encourages further coo#eration %et)een the 'nited (ations, its s#eciali8ed a encies and all #arties concerned, includin Syrian ci&il society or ani8ations, to facilitate access and the deli&ery of assistance in the entirety of the Syrian territory?

84 Demands that all #arties res#ect the #rinci#le of medical neutrality and facilitate free #assa e to all areas for medical #ersonnel, e2ui#ment, trans#ort and su##lies, includin sur ical items, and recalls that under international humanitarian la), the )ounded and sic0 must recei&e, to the fullest e=tent #ractica%le, and )ith the least #ossi%le delay, medical care and attention re2uired %y their condition and that medical and humanitarian #ersonnel, facilities and trans#ort must %e res#ected and #rotected, and expresses grave concern in this re ard at the remo&al of medical su##lies from humanitarian shi#ments? E4 !lso demands that all #arties ta0e all a##ro#riate ste#s to #rotect ci&ilians, includin mem%ers of ethnic, reli ious and confessional communities, and stresses that, in this re ard, the #rimary res#onsi%ility to #rotect its #o#ulation lies )ith the Syrian authorities? 104 "urther demands that all #arties demilitari8e medical facilities, schools and other ci&ilian facilities and a&oid esta%lishin military #ositions in #o#ulated areas and desist from attac0s directed a ainst ci&ilian o%-ects? 114 Strongly condemns the ar%itrary detention and torture of ci&ilians in Syria, nota%ly in #risons and detention facilities, as )ell as the 0idna##in s, a%ductions and forced disa##earances, and demands the immediate end of these #ractices and the release of all ar%itrarily detained #ersons startin )ith )omen and children, as )ell as sic0, )ounded and elderly #eo#le and includin '( #ersonnel and -ournalists? 124 rges all #arties to ta0e all a##ro#riate ste#s to ensure the safety and security of 'nited (ations #ersonnel, those of its s#eciali8ed a encies, and all other #ersonnel en a ed in humanitarian relief acti&ities, )ithout #re-udice to their freedom of mo&ement and access, stresses that the #rimary res#onsi%ility in this re ard lies )ith the Syrian authorities and further stresses the need not to im#ede these efforts? 134 Stresses the need to end im#unity for &iolations of international humanitarian la) and &iolations and a%uses of human ri hts, and reaffirms that those )ho ha&e committed or are other)ise res#onsi%le for such &iolations and a%uses in Syria must %e %rou ht to -ustice? 144 Strongly condemns the increased terrorist attac0s resultin in numerous casualties and destruction carried out %y or anisations and indi&iduals associated )ith Al*;aeda, its affiliates and other terrorist rou#s, ur es the o##osition rou#s to maintain their re-ection of these or ani8ations and indi&iduals )hich are res#onsi%le for serious &iolations of international humanitarian la) in o##osition*held areas, calls upon the Syrian authorities and o##osition rou#s to commit to com%atin and defeatin or ani8ations and indi&iduals associated )ith Al*;aeda, its affiliates and other terrorist rou#s, demands that all forei n fi hters immediately )ithdra) from Syria, and reaffirms that terrorism in all its forms and manifestations constitutes one of the most serious threats to international #eace and security, and that any acts of terrorism are criminal and un-ustifia%le, re ardless of their moti&ation, )here&er, )hene&er and %y )homsoe&er committed?
