Flamenco beach is the main attraction, and recreational Culebra, source of income and livelihood for many residents and businesses in the island municipality. On many occasions, this beach has been nominated by institutions and international magazines as one of the most beautiful beaches in the world. The natural environment of this beach is the standard type of ecotourism development of nature tourism and residents who have been selected for their Culebra municipality. Right now, we propose an industrial energy project in Punta Flamenco. This project involves the construction of five wind turbines 390 feet high, four residences, office structure, a maintenance shop, an electrical substation and a water storage tank of 10,000 gallons, among other facilities, all visible from Flamenco Beach. The project would involve the movement of land and clearing of coastal forest, siltation of waters and coral reefs of Playa Flamenco and disturbance of the landscape of a natural attraction to Culebra and transcendental entire tourism industry of Puerto Rico. Although we agree and promote renewable energy alternatives, this option can not jeopardize the overall economy of the municipality of Culebra. The main problem of this project is its location. Defend Playa Flamenco and work together to implement real alternative renewable energy and sustainable development in Culebra! TAKE ACTION ... Why is this petition important?


The proposed industrial wind generators threaten to destroy the nature and character of Flamenco beach, crystal clear waters and the eco-economy of this Caribbean island. Project proponents (Renewable Energy Windmar partners) have a history of environmental crimes in Puerto Rico and on

RE: EIS FLAMENCO POINT WINDFARM (DIA-2012-EPA-28) With this signature, I want to express my opposition to the approval of the Environmental Impact Statement (EIS) for the project industrial energy known as the Punta Flamenco Windfarm, proposed to be located in Punta Flamenco on the island of Culebra. This project involves the construction of five wind turbines 390 feet high, four residences, office structure, a maintenance shop, an electrical substation and a water storage tank of 10,000 gallons, among other facilities, all visible from Flamenco

Beach. Flamenco beach is the main attraction, and recreational Culebra, source of income and livelihood for many residents and businesses in the island municipality. On many occasions, this beach has been nominated by institutions and international magazines as one of the most beautiful beaches in the world. The natural environment of this beach is the standard type of ecotourism development of nature tourism and residents who have been selected for their Culebra municipality. The proposed construction and operation of the proposed Windfarm on Flamenco point may result in numerous significant and unacceptable irreparable damage, such as: -disturbance of the landscape of a natural attraction for socio transcendental Culebra and the entire tourism industry of Puerto Rico; -sedimentation of waters and coral reefs of Playa Flamenco as a result of earthmoving activities and subsequent soil erosion; -risks to human security because it reqluires the use of explosives during construction of the project in an area contaminated with unexploded ordnance from past military practices of the U.S. Navy; -opening, construction and expansion of roads and highways to transport the huge towers , fuel trucks and maintenance equipment completely out of scale with existing transportation routes on the island; -deforestation, construction and establishment of electrical and communication cables along public roads to Playa Flamenco power station in the urban area of Culebra; -destruction of a coastal forest on land zoned as "public" for its unparalleled natural beauty and directly bordering the National Wildlife Refuge oldest Caribbean, a protected area managed by the U.S. Fish and Wildlife; - limitation of free public access to the enjoyment of the natural attractions of the area, particularly the National Wildlife Refuge Culebra, due to the possibility of a wind turbine malfunction and cause an accident with fire and debris, as acknowledged by the environmental document; -failure to comply with the Program Coastal Zone Management (Culebra Segment) and public policies created since the 1970s to preserve and protect coastal resources recognized Culebra and its economy depends on them both; -threats to bats, fishing bats, migratory birds, seabirds and raptors, and other species that are endangered and contribute to the quality of life and economy of Culebra, which may impacted by the operation of the Wind turbines and cables, and -impacts to threatened and endangered species and critical habitat protected by the state and federal government, including coastal waters, coral reefs, plants, snakes, lizards and coastal foraging grounds and nesting grounds critical to leatherback, green and hawksbill sea turtles. Although we agree and promote renewable energy alternatives, this chosen option cannot jeopardize the overall economy of the municipality of Culebra. The anti-democratic process has characterized the consideration of this environmental document. The process is being fast tracked during a transition period at the municipal and state governmental offices, and without a fair and reasonable time for public evaluation. The process is an insult to the entire traditionally underserved, environmental justice community of Culebra. The Environmental Quality Board (EQB) and Energy Affairs Administration (EAA) have a duty to analyze, in direct collaboration with the residents of Culebra, all possible alternative renewable energy sources for the island and its location viable alternatives . This analysis of alternatives on Culebra

energy future is not included in the environmental document, nor was carried out during the consideration of this energy project. I conclude, therefore, that the DIA filed with the JCA by the EPA for Windfarm Flamenco Punta failed to analyze the social, economic and environmental impacts and cumulative impacts of this project, fails to provide a schematic plan of the proposed facilities and basic information the characteristics of the windmills (size, efficiency, weight, make, model and safety record), does not include a comprehensive analysis of reasonable alternatives, is not compliant to environmental justice requirements, contains information that contradicts itself and then seeks to certify these statements as correct, and does not meet the requirements of Regulation data and environmental documents or the JCA Resolution Expedited Procedure for Energy Projects Environmental Documents. For all these reasons, I respectfully request to the Board not to approve the EIA for the Punta Flamenco Windfarm project.
